Commission Regulation (EU) 2025/2181, published on 30 October 2025, introduces new provisions governing the import of used cooking oil (UCO) into the European Union, amending Annexes I, XIV, and XV to Regulation (EU) No 142/2011.
Main updates:
- Official definition of UCO as a fraction of waste cooking oil classified as Category 3 material, containing animal-origin components.
- Import conditions:
- Must originate from approved establishments in third countries.
- Transport must be supervised in accordance with Delegated Regulation (EU) 2019/1666, unless carried out under an authorised closed system.
- Prior filtration or physical separation of water and solid particles (>6 mm) is required, with a combined maximum moisture and solids content of 10% w/w.
- Imports must be accompanied by an importer’s declaration following the official template (Annex XV, Chapter 22).
- Authorised destinations:
- Facilities involved in the production of biodiesel, renewable fuels, oleochemical activities, or in storage and handling, in accordance with Regulation (EC) No 1069/2009.
Application:
The Regulation will apply from 19 November 2027, allowing operators and competent authorities time to adapt their procedures.

- Review and update import procedures.
- Verify that the establishments of origin are duly authorised.
- Ensure full compliance with all technical and documentary requirements.
- Coordinate with the relevant authorities to guarantee traceability and border control.
