Amendment to the management method and quantities of certain quotas for goods originating in Ukraine

Commission Implementing Regulation (EU) 2025/2199 of 27 October 2025, amending Implementing Regulations (EU) 2020/1988 and (EU) 2020/761 regarding the quantities that may be imported under specific tariff quotas following the amendment to the Agreement between the European Union and Ukraine, has been published in the Official Journal of the European Union.

Implementing Regulation (EU) 2020/761 sets out the rules for managing tariff quotas subject to an import and export certificate system, while Implementing Regulation (EU) 2020/1988 establishes the rules for managing import tariff quotas based on the first-come, first-served principle. To qualify for these quotas, the rules of origin laid down in the Association Agreement between the European Union and Ukraine must be met.

Under the amendments introduced by Implementing Regulation (EU) 2025/2199, new quotas have been added and the annual quantities of certain quotas for products originating in Ukraine have been increased, as established in Decision No. 3/2025 of the EU–Ukraine Association Committee in its trade configuration of 14 October 2025, concerning the reduction and elimination of customs duties in accordance with Article 29(4) of the Association Agreement. For 2025, the increase will amount to seven-twelfths of the revised tariff quota quantities.

In addition, certain quotas currently managed under the first-come, first-served principle until 31 December 2025 will, from 1 January 2026, be managed under the simultaneous examination method. Consequently, an import certificate (AGRIM) will be required for release for free circulation.  Applications for the first import certificates for quota periods beginning on 1 January may be submitted between 23 and 30 November.

Annex I of Implementing Regulation (EU) 2025/2199 amends Annex I of Implementing Regulation (EU) 2020/1988, while Annex II amends Annexes I, II, IX, XI and XII of Implementing Regulation (EU) 2020/761.
