Provisional anti-dumping duties on acrylonitrile-butadiene-styrene resins from the Republic of Korea and Taiwan

Commission Implementing Regulation (EU) 2025/1739 of 14 August 2025, imposing a provisional anti-dumping duty on imports of acrylonitrile-butadiene-styrene (ABS) resins from the Republic of Korea and Taiwan, was published in the Official Journal of the European Union on 18 August 2025.

The measure applies to ABS resins, a thermoplastic copolymer composed of acrylonitrile, butadiene, and styrene in varying proportions, regardless of color or other physical or mechanical properties, and whether or not further treated or processed to add specific physical characteristics. The product is currently classified under CN code 3903 30 00 and originates in the Republic of Korea and Taiwan.

A general anti-dumping duty of 5.8% applies to imports from the Republic of Korea, and 21.7% to imports from Taiwan. The Regulation also establishes company-specific duties, applicable only where a valid commercial invoice is presented at the time of release for free circulation. Such invoices must include a dated and signed declaration by an authorised company representative, identified by name and position, with the following statement: “The undersigned certifies that the (volume in the unit used) of (product concerned) sold for export to the European Union and listed on this invoice has been manufactured by (company name and address) (TARIC additional code) in the country concerned. The undersigned further declares that the information contained in this invoice is complete and correct.” If this declaration is not provided, the general duty rate applies.

As of the Regulation’s entry into force, release for free circulation of the product concerned is conditional upon providing a guarantee equivalent to the provisional duty.

Interested parties may submit written comments to the Commission within 15 calendar days from 19 August 2025, and may also request a hearing with the Commission or the hearing officer for trade disputes within five calendar days of the same date.
