New EU sanctions against Belarus
The OJEU has published the Council Regulation of 29 June 2024 amending Regulation (EC) 765/2006 concerning restrictive measures in light of the situation in Belarus and Belarus’ involvement in the Russian aggression against Ukraine.
The main measures contemplated in this regulation are:
- A ban on imports of coal, crude oil (and any other mineral products), gold, diamonds or helium from Belarus.
- A ban on the export to Belarus of dual-use goods and technologies, or products that can be used to refine oil and liquefy natural gas.
- A ban on the use of trailers and semi-trailers registered in Belarus to move goods by road within the EU, even if the trucks transporting the trailers do not have Belarusian registration plates.
- Obligation for EU companies exporting firearms, ammunition, war goods and sensitive technologies to third countries to include the “no Belarus clause” in their contracts to prevent such goods from eventually being exported to Belarus.
- A ban on the transit through Belarusian territory of dual-use goods and technologies, or those that could help the military and technological improvement of the country, the development of its industry or its defence and security sector.
