On this date, Regulation (EU) 2025/1227 of the European Parliament and of the Council of 17 June 2025 has been published in the Official Journal of the European Union. This Regulation modifies the customs duties applicable to imports of certain products originating in or exported from the Russian Federation and the Republic of Belarus, whether directly or indirectly.
With the application of this Regulation, the European Union imposes an additional ad valorem duty of 50% on the products listed in Annex I. This duty must be added to the common customs tariff rate applicable to each product. In addition, these products will not be eligible for reduced duties that may be applicable under tariff quotas. These measures will be implemented from 20 July, 2025.
For the products listed in Annex II of the Regulation, the following customs duties will apply when imported into the Union:
a. with regard to products classified under CN code 3102:
6.5% ad valorem + €40/tonne from 1 July 2025 to 30 June 20266.5% ad valorem + €60/tonne from 1 July 2026 to 30 June 20276.5% ad valorem + €80/tonne from 1 July 2027 to 30 June 20286.5% ad valorem + €315/tonne from 1 July 2028
b.With regard to products classified under CN codes 3105 20, 3105 30, 3105 40, 3105 51, 3105 59 and 3105 90:
6.5% ad valorem + €45/tonne from 1 July 2025 to 30 June 20266.5% ad valorem + €70/tonne from 1 July 2026 to 30 June 20276.5% ad valorem + €95/tonne from 1 July 2027 to 30 June 20286.5% ad valorem + €430/tonne from 1 July 2028
However, if the cumulative import volumes of the products referred to in points (a) and (b) reach the following thresholds, the Commission will, within twenty-one days, impose a duty of 6.5% + €315/tonne and 6.5% + €430/tonne respectively on the remaining imports of these products during the relevant period:
a. 2.7 million tonnes from 1 July 2025 to 30 June 2026;b. 1.8 million tonnes from 1 July 2026 to 30 June 2027;c. 0.9 million tonnes from 1 July 2027 to 30 June 2028.
The Commission will also monitor the prices of the products listed in Annex II within the Union for a period of four years starting on 21 June 2025. If price levels significantly exceed those of 2024 during this period, the Commission will take the necessary measures to address such an increase. These measures may include the temporary suspension of tariffs applicable to those products when imported from countries other than the Russian Federation and the Republic of Belarus.
