Modernised US-Mexico Global Agreement

The EU and Mexico have concluded negotiations to replace the 2000 Trade Agreement with a Modernised Global Agreement. This new agreement is now in the final stage of the EU ratification process and will be published shortly in the Official Journal of the European Union, as a preliminary step before its entry into force.

One of the key updates introduced by the Modernised Global Agreement with Mexico is the elimination of the EUR.1 certificate and the invoice declaration as documents used to certify the preferential origin of goods.

Both documents will be replaced by the certification system managed through the Registered Exporter (REX) database. Exporters to Mexico who require a document certifying the preferential origin of their goods must therefore hold the corresponding REX registration. If you are already registered under the REX system for exports to countries such as the United Kingdom or Canada, the same registration remains valid for exports to Mexico, provided that the goods meet the preferential origin requirements.
