Definitive Anti-Dumping Duty on Imports of Trichloroisocyanuric Acid Originating in the People’s Republic of China

The Official Journal of the European Union (OJEU) has published Commission Implementing Regulation (EU) 2025/2216 of 4 November 2025, amending Implementing Regulation (EU) 2023/2757. This regulation imposes a definitive anti-dumping duty on imports of trichloroisocyanuric acid originating in the People’s Republic of China, following a partial interim review pursuant to Article 11(3) of Regulation (EU) 2016/1036 of the European Parliament and of the Council.

A definitive anti-dumping duty is now applicable to imports of trichloroisocyanuric acid and its preparations, also known as “synclosene” under the international non-proprietary name (INN). The products are currently classified under CN codes ex 2933 69 80 and ex 3808 94 20 (TARIC codes 2933 69 80 70 and 3808 94 20 20) and originate in the People’s Republic of China.

The standard anti-dumping duty rate is 78.9%. To qualify for a reduced anti-dumping duty applicable to certain companies, importers must submit a valid commercial invoice to the customs authorities of Member States. This invoice must contain a dated and signed declaration from a responsible person within the issuing entity, identified by name and job title, and must include the following wording: ‘The undersigned certifies that the (volume) of (product under review) sold for export to the European Union covered by this invoice was manufactured by (company name and address) (TARIC additional code) in (country concerned). He/She further declares that the information provided in this invoice is complete and correct.’

In the absence of such an invoice, the standard duty rate will apply.
